I had a minor collision and I paid cash 1400 to other guy and we both signed paper saying no more money asking and no insurance claimed for this collision. My broker wants me to fax him this paper. Would it be ok? Won't my insurance rate go up because of this privately written and signed paper?

We live in different cities. Same state. I just live 2 hours away. I am a 20 year old college student. Female. Single. I just bought a newer car. Financed. BEFORE I bought the car I did a estimate on it with my car insurance to see how it would be affected. I can afford the payments but my main concern was my insurance going way up. And of course after buying the car the quoted price online is nothing near what I am being required to pay. So far I have been living on my own for a year. And I have been paying my current policy in my own name out of my own pocket. The car I have now is paid for. I CAN afford the increase in the insurance (its $90 increase) and I do have the option of switching to a different company at the end of my policy in 2 months for one that is only 1/2 the price but of significantly lesser quality. BUT I would rather save the money and use it to get this new car paid off in 6 months rather than the 48 month lease contract. My grandma already has insurance (with a different company). We do not live together but we live in the same state. I am willing to pay for both policies. mine and hers. My question is------>>>> Is there any way I can add her to my policy or jump on her policy to lower my insurance? Just for the 6 month premium so I can get get this car paid off? If so, how? I'm 37, and I have degenerative joint disease of both hips (related to a childhood hip disorder). My hips ache, but I also suffer chronic back pain/strain from the effects of a car accident in '04. I have no health insurance, and I don't earn much money. I am forced to live with parents. Needless to say, my life is not very bright. I also suffer severe depression brought upon by my life situation. I returned to college last year, and I am working towards finishing my degree (English/ethnic studies). I need help, both medical/financial help, but I'm not sure where to turn. The job I have is an independent contractor job (I'm not a salaried employee); therefore, I have no benefits. I just drive around to local police stations, pick-up arrest records, transcribe them, and send them in to company. Very basic! My life feels like a living hell; the only thing that makes me feel better is that I am an active student (CSULB) who is about one year away from my degree (better late than never). But I have extreme difficulty functioning day-to-day because of my chronic pain issues and depression. Living with my parents at my age makes my depression worse. I would appreciate any advice. The last full-time job I had was when I worked for the city of Los Angeles (up to 2007), but I had to give that up because of my hip/pain problems. As a young driver auto insurance is way to expensive. Since I drive a Mercedes most quote me at thousands of dollars a year. More than what I can afford. I know some states don't require car insurance if you can prove you have the financial means to pay out if you cause an accident. I need a list of those states that don't require auto insurance if you can prove you can afford to pay out. On top of this question how do I prove I can afford it. Do I need to keep a minimum amount of money in a bank account or do I have to buy a bond how does it work. And if it works with a bond or bank account please list the states with the minimum $ you need in bonds or account money. The reason Im asking is that I can easily get a minimum amount in my account (hopefully under $10,000) because id rather have $10,000 sitting in a bank I cant use than having to pay thousands a year for insurance I don't need. My 17 year old has her instructional learner's permit (did the driver education, passed the written DMV test, had in car-driver training and is now working towards her 50 hours of in-car practise with us before she can take her driving test). I am confused about whether we need to add her to our auto-insurance. The driver training school says no , she is covered under our insurance already and besides, you can't get auto-insurance until you pass your test.
